In EC-417, the three-release statement remains a WorkPlan. The three named-user retrieval, tailoring, and selection-support occurrences from A.15.8.MS establish only those support tasks; they do not perform a release or enact the candidate whole C-EC-Release-v2.

For a release trial, apply §4.1(6–9) to the release’s own occurrence, support, evidence and authority facts. The observed support tasks do not supply that release Work; until its basis is recovered, return missing-performed-work. Even after a release is admitted, keep C-EC-Release-v2 as a candidate and send the occurrence evidence separately to A.3.1.CC, A.3.1.FT, C.11.MV.
