C.11.DBR:2 - Problem

Feedback can miss its receiving decision in two opposite ways. A later result stays in a report while the team continues relying on a defeated premise. Or one changed condition reopens every related decision, including commitments and completed work whose grounds remain sound.

Neither recency nor surprise identifies the affected choice. The missing connection is between a later result and the exact basis used by an earlier result for a particular use. A comparison must establish that connection before it can prepare reconsideration. Recording a change, diagnosing its cause, choosing a response and performing that response are different contributions.
