C.40.DC:5.4 - Direct same-result arrangement work is enough

An organization already has a stable contribution and acceptance basis, adequate baseline evidence, and whole manual, internal-specialist, and provider arrangements. It does not reopen development-direction construction merely because the arrangements could be given development labels. The applicable organizational Method supplies the remaining organization comparison and lawful disposition; the necessary authority and specialist results still have to be present.
