C.43:4.1 - Establish what is being controlled and what continuation is needed

Begin with the subject of the intended change and the systems that can realize it. A controlled system can be a machine, a person, an organization or another physically realized system. A controller can be embodied in one participant or distributed across several. These descriptions designate what the systems do in this relationship; they do not introduce essential kinds of system. The change being organized can also concern work, capability, an applied Method or the model used in decisions. Establish separately what content is revised and which systems interpret it, act and produce the intended consequences. A model, goal, command and report are content used in that work, not additional physical plants.

Recover the present conditions from which action must continue. Include completed work, effects still unfolding, resources already occupied, and commitments that constrain what can happen next. The present is not a blank initial condition. Nor is maintaining the current practice equivalent to freezing the system: it is a continuation with its own future consequences.

State the result being sought, the conditions to preserve, the affected participants and the span over which the choice matters. These can be qualitative. An emergency response may need only a justified action until assistance arrives; an investment can require consequences over years. Establish whose decision can change a goal or commitment. Conflicting interests may require agreement, a legitimate governing decision or separate comparisons rather than one invented common preference.

A useful continuation is not always movement toward a fixed target. It can preserve an acceptable range, avoid a loss, keep several futures open, or investigate which outcome is attainable. When the goal itself is unresolved, obtain the missing purpose decision through the governing practice while identifying any bounded action that remains appropriate across the live alternatives.

C.43:4.1.1 - Recover control relations before judging their quality

Relate the change being considered to the means of influencing it. Recover both why an input or rule is set in relation to the relevant outcome and how its execution can affect that outcome. The rule can be embodied in a mechanical arrangement, physiological mechanism, program or agreement. It need not represent alternatives explicitly or employ a conscious chooser. In an explanatory inquiry, the proposed regulated characteristic and its relation to the mechanism are claims to investigate. Compare what would happen under a changed reference, observation, available intervention or disturbance. This gives the account explanatory content beyond describing a trajectory after it happened.

Keep three questions available. Description recovers the relations that obtain, their participants and the consequential gaps. Explanation derives what those relations do under the stated conditions, including an unwanted result. Design compares changes that could make the continuation more suitable. A descriptive or explanatory inquiry can finish without prescribing a new arrangement. In design, an intelligible description of the incumbent supplies a comparison basis, not a reason to retain it.

Control can be open over a selected interval. An input is selected or set from the initial situation and then executed without using later observations to correct it within that interval. Establish the conditions under which that choice remains adequate. A later decision can close a wider loop by using the resulting observation. Feedback exists where a subsequent influence depends on returned observations; that dependence can remain operative while the observed value and the resulting input stay unchanged. Whether the response is timely and beneficial requires its own explanation. Use C.30.LCA to recover these obtaining relations and C.32.LCA when changing their organization is the needed result.

The subject of the decision, the information and interventions available to each participant, and the physical realization can have different boundaries. One device can estimate, choose, act and modify its own means. Several participants can jointly supply one influence, and each can be influenced by the others. Recover the contributions and their actual connection before allocating them to parts. A combined mathematical description can retain joint dynamics when a clean separation of states is unsuitable. Its coordinates do not themselves establish physical parthood.

For distributed control, preserve what each participant can know and do. Writing local rules as u_i(t) = pi_i(I_i(t)) makes their information dependence explicit; collecting those rules into one notation creates no shared observation, communication channel or authority. Compare their joint effects with shared resources, timing and constraints. The constructive work is obtaining the required cooperation, not merely drawing a larger controller around the participants.

C.43:4.1.2 - Explain controlled self-change through its acting and changed sides

A continuation can change the means of later control: a model used for interpretation, a policy, a performer’s capability, an allocation of work or the controlled system itself. Identify what is changed, what makes the change, why this intervention is selected or triggered, and how it alters later action. Then connect the resulting observations to the decision to retain, revise or undo that change where those alternatives are available. This extends the same account to changing control arrangements without assuming that their mechanism remains fixed.

Use A.12 to recover the acting participant and changed subject. Its Reflexive Split applies when both are distinct actual entity parts or subsystems of one containing holon, with established parthood. Shared hardware does not require that their functional contributions collapse, while different roles or successive versions alone do not establish different entity parts. An ordinary account can retain the demonstrated action and change when that stronger internal-parts claim is not available.

Reflexive Split answers who acts on what inside the whole. The control explanation additionally connects the change to its regulating rule or intended result and to the consequences for subsequent work. A perfectly identifiable updater can install an unsuitable setting. Temperature drift can alter the same device without being the intervention selected to obtain that result. Random generation of candidates can be part of controlled search when the generation, examination and retention of variants form the actual arrangement; determinism alone does not establish such an arrangement.

For adaptation, distinguish updating the estimate of the current situation, changing an estimated model, adjusting the controller and changing the actual subject dynamics. Direct adaptation can adjust controller parameters without first constructing a new plant model. When a property depends on those parameters, examine the combined operation of acting and updating under the conditions of the claimed property. A result for a fixed setting answers that fixed-setting question; the technical Method must establish which updates preserve it. Development adds the further question of changed attainable problems and means, developed in §4.8.

C.43:4.1.3 - Describe incomplete and unsuitable arrangements without inventing missing parts

Start from the incumbent’s actual relations. An unexecuted command, a delayed observation, a response based on a stale assumption and competing local allocations can each explain a different failure. Retain the working contributions and recover the particular connection whose change could improve the receiving result. A globally unsuitable arrangement can contain useful local control.

Existing arrangementWhat the common account retainsWhat the next judgement needs
A fixed input over the present intervalThe way the input was set, its execution and the expected response; later feedback can lie outside this intervalWhether disturbances and uncertainty permit this continuation until another decision
Feedback that amplifies an unwanted deviationThe obtaining observation-to-action relation and its actual dynamicsA change of rule, sign, gain, delay or means whose consequences improve the relevant behavior
Several local controllers with conflicting demandsEach local rule, available information and actual influenceA feasible joint allocation, agreement or changed demand, rather than an assumed central chooser
A proposed action with no available means or authorityA recommendation or selected proposal and the missing realization relationHow to obtain the means or agreement, change the proposal, or state the remaining inability to act
An unexplained gap in the observed arrangementThe supported relation and the uncertainty about another contributionAn observation or source that can distinguish absence from an omitted description

A mathematically degenerate case is useful when the mapping is justified: a constant policy removes dependence on new observations; a zero coupling removes a specified influence. A missing observation in the evidence is not such a zero. Likewise, a coupled nonlinear arrangement need not be a limiting case of one particular linear model to be describable here. Use the common relations to select an adequate subject model under C.29, then establish its relevant behavior. This preserves both an honest description of imperfect control and the stronger question of what should replace it.

C.43:4.1.4 - Recover the control claim behind the field wording

Read control, management, regulation, governance or steering in the claim where it is used. First identify what is being discussed: a field of practice, its methods, the people doing the work, an actual arrangement, an intervention, a power to decide, or information about the result. Then recover the subject being influenced, the condition or change at issue, the available information and means, and how they determine what happens. Preserve the established field name while making this particular relationship explicit.

In operations management, practitioners control how an undertaking produces and delivers its results: they connect demand, capacity, work, commitments and observed performance to changes in what is done. The word management does not exclude this practice from the common control construction. The discipline also studies and designs those operations. A calculation, forecast or inspection is a contribution to control when its result is used in that connection; the field name alone does not specify the contribution. The same distinction applies to strategic direction and to control at other horizons.

The organizational account must retain the conditions through which a decision can influence action: commitments, participation, rights, incentives and available resources. A right to issue an instruction and the means to have it carried out are different relations that can both be necessary. Governance may concern how such rights, obligations and accountability are constituted or exercised; recover those acts and their effects rather than translating the word into a physical feedback mechanism. Management may also designate the people exercising a responsibility. Name those people when they are the claim’s subject.

Likewise, an inspection called a control can establish a test result without selecting or realizing a corrective action. Identify the response that receives the result when the claim concerns continuing control. In translation, English control and Russian контроль are not interchangeable by default: the latter can mean checking or monitoring, while управление can name the wider arrangement. Preserve a source’s intended meaning through the recovered relationship; do not replace every occurrence with one preferred English word.

The result is an ordinary, usable account such as: “The operating team changes job release using queue information, due dates, capacity and existing commitments.” Use C.30.LCA when the resulting observation, command or supervision relations need structural qualification; use the direct authority, commitment, measurement or evidence pattern when that is the remaining question. If the text already makes its intended meaning clear, retain it. No new control kind, universal organizational hierarchy or renaming of a discipline is needed for this recovery.
