The whole method is organized around two receiving results and their shared constraints. Its smaller methods can be used independently, but their availability does not itself provide the joining decisions for a customer case.

A fixed sequence would reopen settled questions and delay urgent responses. Pure local discretion would hide common obligations. The conditional composition retains enough structure to coordinate both while allowing justified short paths.
