A local price can hide common investment, support and migration. A successful deployment can conceal scarce expert time. Outsourcing can move work without reducing it. A proposed productized offering may therefore appear economical while consuming more of the resource that limits total delivery.

The decision needs a supported continuation, not proof that every common contribution lowers marginal cost.
