The parties can begin useful help without pretending that every uncertainty is settled. A smaller undertaking can reveal whether the larger request is appropriate, and a sufficient ordinary service can close the work without a programme.

The cost is some early inquiry and explicit negotiation. Keep it proportionate: an already covered routine request should not acquire a new contracting exercise.
