CB.15 supplies joint work, PSDA.12 and PSDA.13 supply the inquiry and OCE supplies organizational changes. The distinctive receiving construction here converts their results into a changed implementation and returns its consequences. Removing that connection leaves useful consultation without the promised change of practice.
