IS.7:5 - Archetypal Grounding
IS.7:5.1 - The handover practice and its unavailable conditions
A constructed service team is introducing a handover practice. The subject specialists have qualified its required information and protection conditions. Initial records show that the agreed conversation often does not occur. A generic barrier checklist suggests motivation training. Following actual episodes shows that the incoming team is assigned elsewhere during the overlap and cannot access one necessary record.
An internal facilitator can arrange a local rehearsal but cannot alter the cross-team schedule. The responsible manager receives an OCE.11 coexistence proposal and the data owner receives the access question. Removing the required comparison would change the target practice, so the facilitator does not quietly delete it. While one authority has not answered, a protected rehearsal with already accessible material can test the explanation; it cannot establish that ordinary service has been changed.
After the enabling conditions are supplied, A.3.1.MI examines whether the conversation actually occurs, whether the needed information is used and what the receiving work shows. If the process now occurs but creates an unexpected burden, that result reopens the target or local arrangement. A subsequent improvement in service does not by itself isolate the facilitator’s causal contribution.
IS.7:5.2 - Choosing a shared or a local facilitator
In a constructed comparison, two sites each need three hours of local episode work per week. One external specialist is available for four hours in total. Assigning it all six hours is infeasible even if a proposal prices only one contract. Suppose each site’s existing local facilitator can perform its three hours with one hour of specialist consultation. The joint arrangement then demands two specialist hours and six local hours, plus any actual shared preparation. It is feasible only if those local performers, permissions and protected hours exist. If one site’s decisive judgement remains beyond its local performer, the paired arrangement does not meet the same promise.
