LDR.5:4.5 - Establish a shared basis for the first action

Have the necessary participants explain the direction through their own intended action: what they will contribute, what they expect from others, what they can decide and what should return for reconsideration. Use a plausible difficulty to expose differences. If a user request conflicts with a proposed stability aim, can contributors explain which request should be deferred and who can make that choice? If not, repair the missing distinction or agreement before relying on it.

Choose the first action at the scope the grounds support. It may obtain a missing observation, supply an initial service or test whether the proposed collaboration is workable. Obtain its time, access, capability and authority. Incompatible offers return to LDR.2; a proposed new arrangement still needing effective decisions and supported first use enters LDR.4. Reuse what has already been obtained instead of repeating it under each pattern’s name.

Explain what the action can establish and who will use its result. A trial can answer whether contributors can integrate a small change; it cannot promise long-term maintenance by a wider population. Arrange a response to an obstacle and a timely occasion for the needed judgement. Use the work’s ordinary channel or product. The participants need recoverable terms and reasons, not a new leadership reporting system.
