STR.17:1 - Problem frame
Use this when a strategic question depends on discovering where technology is making different results attainable, but the relevant change is not yet a known signal attached to an existing choice. A service provider may be deciding what it could offer next; a manufacturer may be deciding which production constraint is worth investigating; a research group may be looking for a neglected enabling contribution. Reports of new products and investment attract attention, while a less visible change in instruments, infrastructure or integration may matter more to the work.
Technology intelligence includes many kinds of search, assessment and advice. This pattern addresses one branch: compare qualified technological observations over time to construct possibilities for a stated strategic use. Its governed object is the explanation connecting technical change, its enabling conditions and a possible worthwhile contribution. It does not govern the technology’s development or certify a product for use.
The first useful result is an explained possibility, an implication for an existing strategic premise, or a worthwhile unanswered question. The result can also be that the current direction remains adequately supported and further investigation has no present value. A possibility states what could become attainable, for whom, under which technical and supporting conditions, and what still prevents relying on it.
Ordinary non-use boundary. Reuse an adequate technology assessment for the same question and conditions. A known observation affecting a known commitment can go directly to STR.12; an already understood contribution can enter STR.5 without a new scan. Routine equipment selection, technical acceptance, safety assessment and operating response use their applicable professional Methods. This pattern does not require every strategy exercise to begin with a survey of technology.
