STR.17:9 - Consequences
The practitioner gains a way to turn scattered technological reports into qualified possibilities and useful questions. Attention can still matter, but its strategic role becomes explicit. Quiet technical change can be considered, and a local gain can remain valuable without being inflated into a feasible offering.
The method also makes some conclusions narrower. Unknown evidence can prevent declaring either advance or stagnation. A revised map can invalidate a trend comparison while preserving the earlier observations. A supported technical gain can coexist with a decision to continue the current arrangement.
The cost is the work of recovering comparable conditions, explaining dependencies and retaining uncertainty. That cost is justified only by the receiving contribution. Use a smaller map, adequate existing assessment or sufficient stop when it answers the question. The result remains bounded technology intelligence, not a prediction guarantee, a full strategy or a substitute for technical qualification.
