A.19.CHR:1 - Problem frame

A team compares options whose measurements use different units or scales. Normalization must preserve the distinctions its comparator needs; indicator choice must retain exact basis positions; scoring must respect the declared scale rules; selection must consume the comparisons actually made. Missing evidence can interrupt any stage.

When each stage silently chooses its own editions, defaults or handling of uncertainty, the final selected set no longer follows from one recoverable basis. A shared suite makes those conditions explicit while leaving each operation’s law in its own declaration. On a P2W path, the plan records the intended editions and references; actual applications supply their own bindings later.
