| Force | Tension |

| Recipient result | One usable condition may require several separately governed contributions. |
| Local competence | Each provider must retain its qualified judgment while returning something another participant can use. |
| Readiness | Prerequisites belong to the next action; a later result must not be demanded before the action that produces it. |
| Responsibility | Coordination, performance, ownership, permission and commitment can belong to different participants. |
| Proportion | One failed join may need one correction; a genuinely different obtaining arrangement requires a wider comparison. |
