The working question is how administrative records remain usable for current and historical institutional questions. The May and June laboratories and the qualified ADM source pack supply the relation/record, correction and execution distinctions. A.10 and SIE.4–6 supply bounded source recovery and meaning correspondence.

ISO 15489-1:2016’s public abstract connects records, metadata, responsibilities, business context and controls. That conceptual scope informs §§4.1–4.5. The full paid standard and its clauses are not used here; no retention period or compliance conclusion is derived from the abstract.

A current case database with adequate history and retrieval is the serious simpler alternative and should be used directly. A universal immutable archive or one shared ontology does not by itself answer authorized access, correction or disposal. The selected method follows the actual institutional use and its rule rather than choosing one storage architecture.

Reopen the affected arrangement when its legitimate use, governing restriction, source interpretation or recovery capability changes. The worked examples are stipulated record situations, not jurisdictional advice or measured evidence of a particular system’s superiority.
