Participants can explain decisions, recover obligations and correct descriptions without inventing events. Service changes can preserve necessary history while allowing eligible obsolete material to be removed.
The cost is maintaining the access and interpretation needed by actual uses, not merely storage. An unresolved restriction or unavailable historical source can still limit a conclusion. The pattern makes that gap actionable without claiming universal record compliance.
