ADM.1:0 - Use this when

Use this pattern when an administrative request is hard to interpret, several providers call their part “done”, or one word such as “trip” hides different results. Begin with the person trying to do something and the condition the administration is expected to supply.

The pattern governs the relation between the work intended and its needed administrative condition. Its first result is a bounded enabling question: what condition is needed, for whom, from whom and by when. This lets the handler select the relevant service instruction or return a business question to the person responsible for that work.

If those facts are already clear and an adequate instruction covers the request, apply that instruction. A complete map of the organization adds nothing to a straightforward request.
