ADM.1:3 - Forces

The handler needs enough context to identify the real result, but asking for the whole business plan can delay a simple service. Providers need precise boundaries for their commitments, while the participant needs a condition that works across those boundaries. An early answer should enable action, yet a superficially complete record can hide a missing permission or a failed provision.

These pressures favour a small explicit question. Expand it only where a missing distinction could change the provider, the applicable rule, the expected result or the next action.
