ADM.2 supplies the relevant participants and relation when those are not already established. ADM.4 receives a source-account disagreement that remains after the time questions are explicit. ADM.1 supplies the intended administrative condition and deadline when they are unclear.

A.6.REL supplies the relation’s obtaining, continuity and conditional occurrence-identity discipline. The qualified policy or relation source supplies the actual constitutive and effective conditions. The existing service instruction receives the result for the requested time; a competent decision maker receives any unresolved eligibility or remedy question.
