ADM.5:5.2 - A variant outside the supplied policy

A contractor submits an otherwise identical receipt. P covers employees, and no contractor rule is supplied. The handler follows the instruction’s outside-scope response and identifies the missing contractor-policy question to its competent source. The service owner cannot extend P by adding a contractor checkbox. If another applicable instruction already covers contractors, the request can use it.
