ADM.7:2 - Problem
Administrative checks often follow available documents instead of the decision. Staff confirm that a file exists, a signature is valid or an automated service returned green, then treat that observation as proof of entitlement or completion.
Repeating all checks can also be harmful. It imposes burden without improving the answer, particularly when an adequate result already exists or when the checked fact cannot change the decision. Meanwhile, a consequential missing claim can remain hidden behind several successful but irrelevant checks.
