The handler can reduce irrelevant requests and direct missing-evidence work to the source that can answer it. Decisions receive more precise inputs, and a refusal can distinguish a failed condition from an unavailable check.
This may expose a previously hidden method or evidence gap. More precise uncertainty is not a successful check, but it prevents unsupported permission, denial or duplicate action. Actual service observations are needed to establish the effect on errors and participant burden.
