ADM.Preface:1 - The working problem

Organization Administration concerns the institutional conditions and services through which people can do organizational work. A researcher needs legitimate access to an archive. A traveller needs an approved journey and usable accommodation. A supplier needs the agreed payment to arrive. The administrator’s useful result is the particular condition supplied to the relevant participant under the applicable rules.

The work enabled can have a different outcome. A correctly administered journey can end in unsuccessful negotiations. Conversely, someone may complete the business task despite a failed administrative service by spending personal time or obtaining an improvised workaround. Judging only the business result conceals the service failure; judging only closed requests conceals the burden on the person trying to work.

The practical difficulty is often smaller than “redesign administration”. A handler may need to establish which person is entitled to receive a result, whether an appointment is effective yet, or whether two records describe the same event. A service owner may instead need to design a repeatable handling instruction or coordinate several providers. Selecting the actual question keeps each inquiry proportionate.
