ADM.Preface:5 - Why use this language
General operations methods already organize cases and current work; semantic-integration methods already align meanings and identities. The recurring administrative difficulty is connecting those results to institutional eligibility, authority, effectivity and the condition owed to a participant. Keeping those questions together helps a handler choose the next action without replacing the specialist’s rules.
A complete legal, tax, financial, employment or security determination remains with the qualified source and competent decision maker for that question. These patterns explain how to identify, request and use such a result. They do not supply a jurisdiction’s substantive rule merely by naming its subject.
A single portal or ledger is a possible implementation. It can reduce duplicate entry but can also conceal distinct meanings, authorities or unresolved provider effects. A whole-problem service boundary is useful when it follows the participant’s needed result; it becomes costly when it expands into every related organizational problem. Choose the smallest arrangement that retains the needed relations and practical returns.
