B.1.5.EW:5.3 - Continuing operation between plan updates

A delivery team is following a route. Each driving action is part of progressing along that route and performing the delivery. Route planning was done earlier. Its result still constrains driving; the team is not performing the planning Work at every instant.

A newly closed road makes the old reference unusable. Better steering cannot restore feasibility. The team needs a revised route under the actual road and delivery constraints. If the road is open and the driver has merely missed a turn, execution correction may suffice. This distinction locates the useful intervention without imposing a fixed number of control levels.
