B.5.PI:6 - Bias-Annotation

An expert can mistake the absence of their preferred method for a defect. A familiar institution can instead normalize costly adaptations or silence a contribution because it has no accepted vocabulary. Test both interpretations against what the work enables. The person who notices a difference need not know its cause; the person who supplies an explanation still needs to show that it answers the original use.
