C.2.3:16.4 - Decision policy

A normative policy stating in controlled prose that requests exceeding a thirty-minute planned-duration ceiling fail that budget condition may declare F3 without any B.3 assurance result. An expression with a typed Plan variable p, plannedMinutes(p) in nonnegative real minutes, and meetsBudget(p) iff plannedMinutes(p) ≤ 30 satisfies the F4 predicate/type basis for this condition. The rating follows those observable expression properties, not a software tool or a readability claim. Meeting the expressed budget condition alone supplies neither other eligibility conditions nor permission.
