C.39.QR:4.1 - Recover the question independently of the proposed answer

Read the initiating request and applicable clarifications. Recover the subject, the question about it, the result needed by the recipient and the conditions that make that result sufficient. Include a source-coverage commitment, time horizon or authority boundary when it affects the answer. An example in the request can locate a difficulty while leaving the assigned scope broader.

Distinguish the actual requirement from the author’s proposed decomposition or solution. Derive an initial expectation from the requested use and competent subject knowledge. A proposal to explain a discipline needs its organizing problems, principles, Methods and relations at a suitable depth. A proposal to restore a service needs the relevant functioning and operating conditions. These expectations have different substantive bases.

Keep consequential uncertainty explicit. Obtain a clarification when materially different readings require an authorized choice; meanwhile continue the content required under the viable readings. A provisional expectation can change as the subject becomes better understood. Explain that correction and preserve the original commitment unless its authorized basis also changes.

A reviewer at risk of inheriting a narrowed question forms this expectation before relying on the candidate’s outline or earlier verdict. The expectation states indispensable content or conditions, not a second complete solution.

Questions: What must become understood, decided or obtainable? For whom and under which conditions? What boundaries were actually assigned? Which expectations come from the subject, and which are only a proposed way?
