C.40.CU:6 - Bias-Annotation

Novel behavior invites inflated attribution, while a familiar assigned function can suppress exploration. Preserve both the new possibility and its bounded support. A preferred theory must not decide which alternative explanations are allowed to remain.

Environmental redesign can hide burden transfers to installers, maintainers or other users. Reproduction can hide dependence on the original expert. Examine those contributions where they change the receiving application.
