Local urgency tends to make the next delivery decisive. Shared development tends to treat local work as a source of product requests. Neither view alone settles who may promise what, which work is funded, whether another performer can repeat it or what happens to existing customers. The missing result is a jointly supportable continuation, not another list of improvement ideas.
