CUST.7:7 - Conformance Checklist

• Are alternatives compared for the same useful result, population, period and conditions?
• Is the growing quantity and proposed burden-reduction mechanism explicit?
• Are common preparation, local work, assistance, support, migration and ending included?
• Are transferred work and scarce resources visible?
• Do accounting, cash and capacity assumptions fit together?
• Is the funding basis appropriate to commercial, public or nonprofit provision?
• Does the conclusion distinguish supported growth from a demonstrated reduction in burden?
