DOCA.1:11 - SoTA-Echoing

Practice question. How can early development inquiry remain revisable while earning its effort and returning enough to support the next useful move?

Selected best-known line. Phillips, Decision Analysis for Practitioners (2025), develops requisite modelling: revise the problem and model with participants, explore assumptions through sensitivity analysis, and seek enough understanding to move forward without settling every input. Its sections on decision conferences, transitional objects and decision-analysis technology already support exploration before commitment and the emergence of new options. This pattern adopts revisable inquiry and sufficiency from that line.

Useful adaptation here. DOCA.1 joins those contributions to development-subject identification from E.10.DEV, inquiry appraisal from C.11.DUA and bounded outside-practice use from A.15.9. Sections 4.1–4.6 connect the subject, local question or receiving use, protections, available means and sufficient return. This supports a self-inquiry, an unsettled future receiver, or a question that an existing qualified result can already answer. None of those entries requires convening a decision conference or constructing a decision model.

Serious alternative and price. Requisite modelling is a strong direct choice when participants need to develop shared understanding, examine consequential trade-offs or test sensitivity to disputed judgements. Use the corresponding decision-support practice directly when it supplies the whole needed result. DOCA.1’s smaller return can be useful before that need is established, but it supplies neither the model nor the facilitated shared understanding. Its explicit boundary costs attention too: repeating it around an adequate modelling brief adds work without a useful contribution.

Source roles and limits. ISO 56007:2023 provides the normative opportunity/idea-management boundary before solution development. Reliance here is on its public scope, not an inspected full standard or evidence of effectiveness. Phillips supplies a developed practitioner account and cases, not proof of DOCA’s comparative performance. The FPF contributions retain their respective semantic, appraisal and reliance roles; subject practices supply the actual development evidence.

Reopen condition. Reconsider this adaptation when a more economical entry supplies the same distinctions about the subject of development, protected conditions and sufficient return, when requisite modelling already closes the local use, or when a relied-on source changes the operation it supplies.
