DOCA.7:4.7 - Return the boundary and preserve actual closure duties

Lead with what can be offered now and the most important condition. A two-sentence result can be sufficient:

We can help Mira compare review-development directions for her own four-month choice; the employer receives only the agreed service summary, not her private assessment material. A recommendation remains conditional on the missing representative-practice and transfer results, while the employer retains its separate assignment decision.

If the relationship cannot responsibly supply the requested service, return the exact mandate, competence, consent, conflict, disclosure, or other blocker and the appropriate next receiver. State what limited independent help remains possible, if any. Do not infer that a service blocker proves the subject has no worthwhile development direction.

Fit the eventual explanation to the recipient’s use. PSD.13 and the applicable receiving-use guidance govern making the recommendation intelligible; persuasion to accept it is a different purpose. Delivery alone establishes neither understanding nor consent, choice, implementation, or effectiveness.

A completed recommendation application does not cancel duties arising from an actual professional relationship. Contact, referral, confidentiality, protection, and service closure continue only as their governing basis requires. If follow-up is needed, use PSD.14 for a feasible observation and return arrangement; a date in the report creates no staffed service. Reopen the affected engagement condition when the recipient, purpose, competence, conflict, information use, or professional basis changes.

Recognition and assurance. The reader can recognize a bounded engagement from the recipient, developing subject, adviser, use, horizon, service limits, and retained choice. Assurance requires the actual competence, participation, protection, reliance, and authority basis relevant to that use. A clear account is not evidence that those conditions obtain.
