DOCA.8:4.1 - Identify what changed and what the current use requires

Recover the earlier claim and its subject, configuration, receiving use, horizon, evidence, and conditions. State the new fact or uncertainty and how it became known. Compare meanings and applicability, not just version labels.

Distinguish the relevant kinds of change:

Change encounteredWhat must be qualified
The subject or world-side condition changedThe person’s current conditions, organization arrangement, model configuration, resource, access, or other actual premise for this use.
A source claim was corrected, narrowed, replaced, or challengedWhat the earlier and later claims say, and which receiving uses relied on the difference.
A use or value judgement changedThe new contribution, recipient, horizon, protected condition, or comparison question rather than the earlier answer under a new label.
A reliance window expired or a necessary observation is missingWhether current reliance is still supported; absence of a new adverse report is not a favourable result.
Only representation or access to a source changedThe specific identity, availability, or one-use reliance question, if material; otherwise take the cheap stop.

One event may contain several changes. A model replacement can change the actual configuration and invalidate an evaluation’s applicability. A corrected report can change warranted belief even when the represented world stayed the same.

If a credible change indicates a possible protection breach, follow the existing applicable protection or escalation rule at its required speed. Identify that rule and its authorized owner. A routine requalification account neither suspends an applicable duty nor creates a new intervention authority.
