DOCA.Preface:1 - Two independently usable branches

Development Opportunity Construction investigates what could change, why it would matter to a recipient, and which support configuration could make that contribution possible. It can return a conditional direction, a qualified opportunity, a retained possibility or a precise gap. It needs no adviser.

The future contribution can emerge from examining material already available. With an affordable local question and a usable operation, use C.40 to develop that material. C.40.CD helps change the question and the way of answering it when both need development. DOCA then investigates any suggested receiving use. A useful local finding can finish the work without a programme, customer or opportunity being invented.

Development-Direction Advising concerns help from a distinct performer to a recipient. DOCA.7 bounds that service; Problem Structuring and Decision Support supplies the actual comparison, recommendation or other warranted decision-support return. A formed question, qualified opportunity or adequate programme comparison can enter directly. Neither branch requires the other to have been performed.

The branches share inquiry, characterization, joint conditions and changed-premise qualification because the same development claim can be used in construction and in advice. Sharing those questions does not make them four mandatory checkpoints. Use an adequate existing result and obtain only what the receiving question still lacks. A whole arrangement comparison already answered by OCE, a human programme comparison already answered by HCD.2, or an ordinary choice with sufficient inputs can go directly to its actual use.

Consider Mira, the engineer-manager in APP-DOCA-01. She is considering supported practice of qualified specialist-result use, or a change in the review service that supplies more technical support. The first is a prospective personal-development direction; the second may improve the receiving result without demonstrating a new personal capability. A missing independent-review transfer result is a specific HCD question. It does not erase a separately supported result for familiar tasks.

If Mira asks a career adviser for help, the adviser needs suitable competence, participation and information-use conditions. Employer funding does not itself authorize disclosure of private assessment notes. Even with an adequate service boundary, the missing transfer result limits the stronger advice while a qualified direction or conditional set can remain useful. A request or probe needs its own attainable contribution and whole-burden justification. Mira’s direction choice remains separate. HCD.2 can then compare programmes for the selected stake; any requested programme advice and the authorized programme choice are further distinct results. The application shows these uses with explicit assumptions, including a direct programme-level entry that invents no prior personal opportunity history.
