Joint limits and a useful return
Assume qualified local results show that, in the compared arrangement, the technology transition and provider transition each require a distinct six-hour contribution from the same specialist per week. Those tasks cannot share the same hours, and the confirmed shared capacity during their overlap is eight hours per week. Each direction can remain individually plausible. Their concurrent combination needs twelve and therefore fails that joint condition. DOCA.5 does not erase the individual results or infer that one must be chosen.
A sequential branch may be retained under DOCA.6, but order alone does not establish enablement. Its second step must start from the first step’s actual resulting arrangement, or from an explicitly conditional one if the first is only planned. C.11.CRC requires the branch’s complete contribution, transition, operating, affected-customer and protected-coordinate comparison. Specialist hours alone establish neither net benefit nor a preferred programme.
The inquiry returns the receiving problem, differentiated directions, the scope of each existing qualification, the ruled-out overlap and the exact missing sequential-transition result. If responsible advice is requested, DOCA.7 establishes its service conditions and PSD composes the bounded recommendation. Strategy retains the direction commitment and its revision; OCE retains arrangement change, HCD human development, engineering the enabling systems, and OPS continuing operation.
Suppose a later provider notice removes access to one data class. DOCA.8 inspects the actual dependent directions. It may narrow or retire the provider-supported route while preserving an independently qualified operator-practice opportunity. The provider notice does not itself switch the operating system. Actual protection and operational owners apply their existing duties, and PSD.14 receives affected advice.
