EAM.10:1 - Problem frame
Use this pattern when asset choices compete for shared funding, service, people, outages or other resources. Several individually attractive projects cannot all be performed, choosing one changes the feasible alternatives for another, or performing them together changes their consequences.
Begin with the actual combination question and its constraints. Return the preferred feasible combination, a justified non-dominated set or the precise condition that prevents one. An isolated single-asset comparison can remain in EAM.9.
