EAM.4:10 - Architectural Rationale

Capacity is judged relative to a receiving service. EAM.4 supplies the demand construction and its conditions; EAM.6 determines what an asset arrangement can deliver, and EAM.7 compares ways to close the gap. Keeping forecasts, commitments and proposed measures distinct supports both a direct known-requirement comparison and adaptation when the demand basis changes.
