EAM.7:10 - Architectural Rationale

The pattern separates desired contribution from physical or contractual form. That preserves meaningful alternatives while allowing the engineering and financial consequences to be reconciled later. It complements EAM.8’s policies for existing assets instead of making acquisition the default beginning.
