EAM.9:1 - Problem frame

Use this pattern when a proposed asset choice must satisfy different technical, service, financial or operating conditions, or when individually reasonable decisions cannot hold together. It also provides the comparison for one asset whose feasible alternatives have different lifetime consequences.

Begin with the conflict or difference that can change the choice. Return a reconciled comparison, a supported recommendation or the precise unresolved conflict. A transparent cost comparison can be sufficient when service and other eligibility conditions are equal.
