FIN.16:4.1 - Short working route

  1. Recover the receiver’s actual question and available choices. Use FIN.1 or C.11.DUA if the intended use of advice is unclear.
  2. Select the material completed financial results and reconcile their shared conditions. Include the recommended action, expected consequence, relevant alternative and the constraint that could change the preference.
  3. Distinguish established facts, model assumptions and unresolved conditions. Retain disagreement when a different value or perspective changes the choice. Do not present an average of incompatible conclusions as consensus.
  4. State a specific information need only when its answer can change the receiving action or warranted reliance. Compare the whole burden, delay and displaced work with the obtainable gain; a supported conditional recommendation may be enough.
  5. Identify the deciding party when a decision or authorization is requested. A routine action under existing authority can proceed through its ordinary method; the advice does not create a new approval requirement.
  6. Return the recommendation in the smallest usable form. Name the next action and the trigger for reconsideration. If the grounds do not support a recommendation, state the precise missing choice-changing fact and what remains usable.
