GOALS.1:1 - Problem frame
Use this when a wish, target or assignment must become an intelligible basis for action, or participants are using the same goal words with different expectations. The object is the meaning and intended use of the goal. The result is an aim that can guide its next construction or execution, including any unresolved choice.
The reader needs access to the affected work, its recipient and the person or arrangement able to decide its purpose. An adequate existing goal can be used directly. If the remaining issue is an operating target and comparison, OPS.21 already supplies that method; use its result here only when a wider goal relationship still needs construction.
