GOALS.1:3 - Forces

A goal needs enough stability to orient action and enough revisability to respond to a changed need. A demanding aspiration can reveal a better method while an unsupported promise imposes costs on those who rely on it. Immediate delivery, inquiry, learning and maintenance can cooperate or compete. Clear meaning should reduce reconstruction without creating a form larger than the working question.
