GOALS.2:2 - Problem

A list of completed activities can leave the intended result missing. An average can hide a failed necessary condition, and a favorable percentage can exclude the difficult unfinished cases. Even true observations can support the wrong conclusion when the subject, time or assistance differs. The goal needs an evidence argument that survives these differences.
