GOALS.3:10 - Architectural Rationale

The set, rather than the individual target, is the right comparison object when goals interact. Existing operations and leadership methods supply the hard feasibility and agreement work. This pattern adds the interpretation of a mixed goal set and its returns, allowing adequate local goals to survive while their combination changes.
