GOALS.3:2 - Problem

Teams can agree with a strategy and still make mutually incompatible plans. An invisible service obligation or shared specialist can consume the same hours several times. Cutting the visible goal list leaves those demands intact. The difficulty is to choose and enable the whole undertaking while preserving the actual meanings of promise, ambition and current work.
