GOALS.3:4 - Solution

GOALS.3:4.1 - Recover the competing work and reliance

Begin with current work, actual promises, protected service, recovery needs and serious proposed goals over the relevant horizon. Include continuing work that is absent from the OKR display. Ask what recipients would lose if a proposed priority absorbed its means. The purpose is to find decision-changing demands, not to create an exhaustive inventory of every activity.

For each material goal, use GOALS.1 to distinguish its desired result, forecast, ambition and commitment. Identify who can change the aim, allocate the means or alter an obligation. These authorities may differ. A strategy preference cannot silently cancel a customer’s agreement, and a resource estimate cannot appoint a person.

GOALS.3:4.2 - Recover the actual dependencies

Work backward from each goal’s result to the necessary contributions, then check with their providers how and when they can be supplied. Distinguish a prerequisite, concurrent contribution, shared resource, enabling service and a simply related theme. A top-level goal is translated through the contribution a team can actually make. Uniform numerical cascading often loses this difference.

For a cross-team result, decide what needs common ownership and what needs an interface agreement. A shared objective helps when the parties jointly own one result and its trade-offs. Linked local goals can be adequate when one supplies a clear result to another. In either case, identify the result, provider, recipient, timing, acceptance conditions and exception return where the connection is consequential. A copy of the same KR in two lists supplies none of those agreements.

Combine demands on scarce means at the times they must be available. Include interpretation, coordination, preparation, verification, learning, maintenance and recovery when material. Count one performance once when it really serves several goals; retain the different result claims. Cheap AI computation can change the limiting resource to data access, a professional decision or people’s response time. Recompute that constraint rather than assuming every former workload remains human work.

GOALS.3:4.3 - Compare complete alternatives

Compare the incumbent continuation with feasible changes in scope, sequence, method, provider, support or commitment. For each, trace what result it preserves, what it displaces and where it moves burden or risk. Keep essential conditions binding; compare remaining preferences through the actual decision owner’s judgement. A weighted score is appropriate only when the underlying trade-offs and evidence justify it.

A limited agenda follows from this comparison. Select a small enough active set for the needed contributions to fit, rather than adopting a universal goal count. An unchosen worthwhile aim can remain a future option with a reason to reconsider. If a short inquiry could change the priority, compare its attainable benefit and full cost through C.11.DUA. Use an adequate present answer when further inquiry would not change the choice.

GOALS.3:4.4 - Obtain the agreement that makes work possible

Use LDR.2 when the whole proposal needs negotiation. Obtain responses to the same version from participants who can supply the required contributions and decisions. Clarify what happens when a dependency fails, who can revise the arrangement and what remains safe or useful meanwhile. Use OPS.13 for effective operating commitments and their changes; resource provision must actually become available.

Preserve an honest forecast even when it is below the ambition. A committed result requires support appropriate to its terms; an aspirational goal can retain uncertainty with agreed allocation and response rules. If the common means cannot support all desired outcomes, choose a smaller or different undertaking or leave the exact conflict unresolved. Nominal alignment does not remove it.

Return the agreed set and its consequential dependencies in the existing working arrangement. The result can be bounded continuation or a precise missing input as well as reconfiguration. Recognition detects incompatible local plans. Assurance requires current capacity, effective authority and qualified evidence for the promised result; a feasible paper plan alone is not execution.
