GOALS.5:4.1 - Decide what the practice must improve
Name the recurring difficulty in the present arrangement: unclear priorities, late cross-team dependencies, misleading completion, weak follow-through, or another concrete failure. Examine a recent episode and identify what a better practice would change. Compare competent present goal work with the proposed OKR arrangement over the same scope. Existing useful meetings, data and decisions belong in the comparison.
Choose an initial scope that can perform a complete useful cycle of the required contributions. A team can be enough when its dependencies can be obtained; an isolated team is too narrow when the unresolved problem is a shared organizational priority. Determine who can choose direction, accept commitments, allocate means and change the practice. These contributions need performers, not necessarily a new position. GOALS.9 supplies acquisition and organizational realization where they are missing.
