• Does the selected scope address a real recurring coordination or pursuit problem?
• Do the objectives express worthwhile results and the KRs establish them under stated conditions?
• Are committed and aspirational meanings understood by dependent parties?
• Does the full workload, including service and acquisition of the practice, fit the available means?
• Do reviews and CFR produce useful actions, help or warranted interpretations?
• Does period closure preserve original evidence, changed conditions and unfinished work?
• Is the practice itself maintained, simplified or ended through its actual value and burden?
