GOALS.8:10 - Architectural Rationale

The receiving decision determines the meaning and adequacy of evidence. This pattern develops the connection among goal work, CFR and personnel practice while retaining their different objects. It avoids both the automatic score conversion and the blanket rule that goal performance can never inform a people decision.
